Also intrinsic to establish social relations, given the possibility of being in charge of various public positions, making exercise in the Dairy Department at the Ministry of Health at the federal level.

From this experience with the scientific and professional events, coupled with social diversity, is on his way to the woman who became not only his companion and accomplice of life but also the largest stronghold in which over the years it has preserved: Drug Chemistry Biologist Maria Teresa Martinez Contreras, which according to their ideals of service and prosperity decides to accompany him on his greatest adventure: the return that as the Homeric Odysseus did to his beloved Ithaca.

It is perhaps this return to Huimanguillo, which allowed him to return to his roots: his family, his people and his land was gradually becoming a place hungry for solutions to many problems involving the modernization process at the time one of them and first order: health.

As his first act as social subjects was the installation of the first clinical laboratory in the municipality, which undertook the task of supplementing the work of only two doctors who attended the health center. His contact with the youth and children led to the formation of the "group of first aid service to the community" as well as his love of sports led him to be the initiator of many practitioners and computer equipment "the rags" that was part of Little League Baseball, and a softball team. The purpose of this was not only to promote the sport as such, but new forms of family life.

Along with the development of social and sporting activities, settled for city children's first and only Scout group and the "Group of Scouts Brownies", these were mainly intended to build the new generations the spirit collective work, companionship and belonging to a community in which it was necessary to inculcate values ​​that enable them to become better citizens in the future. This work with youth and children huimanguillense earned him many marks of respect, sympathy and love, to become a trainer and guide youth and future value-laden citizens fully developed, but especially young people with useful values ​​to the society and able to face the vicissitudes of life.

His selfless service work for the community, took an active part of Huimanguillo Lions Club, where he held several senior positions, emphasizing his position as Director of the Environment Committee, which developed care efforts the ecological environment of our city, always relying on the childhood and youth, as a way to teach respect and importance for the care of the place where we live.

Political being by nature, could not ignore his passion for it, and who grew up in the local political circles for a long time to be the home of his father Don Belisario chains, the governing center Huimanguillense policy, taking a close relationship with her. But we must note that it was his quest for power for power that led him to dabble in these conflicts, so that its crown was able to walk their aspirations for service being part of local governments in the eighties of last century, where he served as Trustee of Finance and Secretary General of the City, taking with it the opportunity to fully develop his passionate and tireless service work, practicing a policy from these trenches tempered by humanism, with a broad sense of respect for others, but all that today many of the inhabitants of this city and its environs continue considering a respectable man, a person breathes in which trust, honesty and exacerbated community work.
